Bug description: Draenor Engineering book is missing from the Alliance vendor in Stormshield, Ashran. Here is the NPC https://www.wowhead.com/npc=87065/sean-catchpole
I went there with my Horde character and for the Horde vendor, it is there, being sold.
I opened a ticket and was told to report this here.
Please take a look, as I can't craft anything from WoD- more specifically Goblin Glider Kits.
