Bug description: NPC Bloodsail Oarsman outside the Crimson Veil won't talk or give a boat, Venture Co. Oil Worker are not reachable so impossible to reach/kill.

(Alliance / Human Rogue lvl 35 w Piracy Buff enabled) . Quest is NO autocompletable ( I can give proofs of missing interaction with all NPC)
