Bug description: Deals incredibly low damage at 90. Doesn't scale off AP and I believe its base damage is lower than it should be.

At 15131AP Lacerate should deal 9321 init damage and 775 every 3 sec for 15 sec according to the formula from tooltip
On freakz it deals 8230 init damage and 170 every 3 sec for 15 sec.
