Bug description: Advisor Melandrus' Blade Surge (wowhead link) can be exploited in 1 of 2 ways , both leading to the same result , which is that he'll stop casting Blade Surge , he's main ability The following methods are :
1) Have a player LOG OUT while outside of the arena where Melandrus is in and wait until the rest of the group pulls him , after that , the chosen player relogs and waits outside for the boss to die .
2) Have the tank keep the boss as far as possible from the door , and 1 player , again , usually the healer , stay at the very entrance . Let`s formulate this in another way:
Blade Surge (wowhead link) always targets the farthest person. If this person is now outside the spellrange (40 yard) the boss can't cast this spell and basically skips it instead of searching a new target for blade surge.
Now there are many ways of making yourself stay far away/not being in the room and we kinda need a retargeting mechanic instead of a teleporter to fix this entirely.
(get targets in 40 yards and use spell 209602 on player with highest distance check)

I was about to write about the same bug. It is working as you mentioned and is basically requiring both tank and a healer [since heal is not needed if the boss does't leave projections behind] to stay as far away from each other, generally as Xerathar mentioned above, having them stay on opposites sides of the platform are disabling Blade Surge (wowhead link).
I agree with you, target searching range should get a bigger value.
