As convenant chapter quests aren't fully scripted yet and completing those is a prerequisite for flying in shadowlands, please enable flying with renown 44 (as in retail) in the same way 3rd souldbind can be unlocked with completing chapter 6.

44th renown should be reached in about 4 weeks
