Bug description: Doesn't proc at all

I have the enchant, and throughout the fight with dummy, there is no proc of the enchant (as you can see in skada buff uptime)

i have my necklace enchanted with mark of the heavy hide, i noticed that during the whole run of a dungeon it never procs, not even once. then i tried testing it on some mobs while having my character window open (default key 'C'), there was no extra armor proc either. pretty sure its not supposed to be like this.

Procs, but the Proc chance is WAY low, I tested this with varying Hastes (even with 200,000% haste) and it only procs like once every 2 mins with 200k% haste. The proc chance should be higher.
