I have the same problem, no npc to finish the quest.

Had the same problem here. I suspected that it probably had something to do with the order we delivered the quest (didn't follow the "proper" pathing) and his quest delivering instance phased next to the troll King Rastakhan on top of the pyramid.
As I suspected, he was there with the big question mark over him where you can deliver the quest, even if it doesn't show on the map.

I can't reproduce the issue. Did you manage to solve it in the meantime? If not, was your sequence of the quests different like the previous comment stated?
