**Description of bug**
the anima power's https://www.wow-freakz.com/spells.php?spell=356828 (wowhead link) second part isn't working properly it is just giving static 5% leech for any % of HP the player has

**how it should be**
the base leech given should be 5% and based on the missing HP of the player it must increase to max of 20% leech
