Bug description: You are doing the NPC for the Key , after you unlock the dragon but the Quest ender is not appearing.
Proof:

After .Quest complete , the Quest ender is appearing.

i tried this quest today and the NPC does not drop the key, to be able to break those 3 chains.

after the restart I managed to get the key by killing the mob. I got the key just by killing him, and he also dropped it. Still can't complete the quest, because there is no NPC. Azsuna can't be played as a questing zone, because this and the other quest, Fel Machinations, is also bugged.
