https://www.wowhead.com/quest=61878 after completing it a lot of NPS in the sanctuary disappear, (For example Polemarch Adrestes, Haephus , Hermestes Forgelite Neptira , Adjutant Galos and others) and also impossible to continue the campaign and take the quest for the 6th chapter of the Assistance from Sinfall https://www.wowhead.com/quest=58557.
When removing the quest Crest of Greatness all NPS return, but the progress is rolled back (this quest is important for the covenant) re-run leads to the same result.
