"Dampening begins after 5 seconds for 2v2 games with healers on both teams, or 5 minutes for any other team composition or bracket. After dampening starts each player will gain a stack of the debuff every 10 seconds, reducing healing received and damage absorption effects by 1% per stack."

Right now it is always applied at the start of the arena, even if you don't have any healer or just one.
