Description of the bug

https://www.wow-freakz.com/spells.php?spell=55095 (wowhead link) Runic power generation effect right now doesnt have a reduced chance to proc while its applied to more targets. It always has the same chance of proccing in turn making it imbalanced when applied to a lot of targets.

It should have a 30% chance per tick in single target to proc atm and have sqrt applied in aoe.
