[FIXED] [Death Knight][Unholy] Runic power PvP

Bug description: In certain situations a bug which I can't reproduce occurs and acts like this:
Some unholy death knights have bugged runic power.Baseline you have 100 runic power and you have a trait https://www.wow-freakz.com/spells.php?spell=191592 (wowhead link) that increases it up to 115.Sometimes people have 135 runic power as their character bugs out and it doesnt seem to get any lower than that.I've seen 2 death knights in PvP instances that have 135 runic power yet me and 3 other DK's i've talked to have only 115 RP.

Note that relics aren't functional in PvP instances as they are increasing the amount of levels u have in a specific trait and even if they did and you had all relics going into Runic Tattoos you would only be able to reach 130 runic power.Another interesting thing is that I asked the DK to take his weapon off and he still has 115 runic power.

Yes, there is a bug when you have a relic in Runic Tattoos in PvP. You basically get 15 from trait and another 20 having a relic in that trait resulting in 15+20=35.

Relics shouldn't work in PvP but this one does for some reason.
