Bug description: Scourge of worlds has 2 separate proc chances per death coil cast:
1. A chance to get applied when death coil is cast
2. A chance to get applied when death coil hits the target

It should only get applied when death coil hits the target.

Proof: Stay 30 yards away from any dummy and cast death coils. You will notice that sometimes it gets applied when releasing the spell, other times when it hits the target, and rarely you will notice that it gets applied upon cast and then it immediately gets refreshed when death coil hits.
