[FIXED] [Demon Hunter][Havoc][Artifact Trait] Balanced blades

Bug description: This artifact trait doesn't work, damage is not increased by 3% per target in 8 yards.
For test it and give to you proof, i used first blood talent (https://www.wow-freakz.com/spells.php?spell=206416&&name=first-blood) and looking for last tick blade dance damage vs first target hit.
Crit damage of last tick with first blood is verly large compared with other tick and with my stats it's more or less 510-560k, this damage should be increased by Balanced blade trait, but this doesn't works.
i marked in proof the crit of this last tick damage vs 1 mob and vs 10 mobs.
