[FIXED] Double spell cast per GCD

If you spam your ability fast enough you will get 30-50% chance to have it hit twice per timestamp. It is for all spells not just damage. Any spell that has GCD and no cast time has this bug.

**10/11/20 - update**

Done some extra testing on healers. I can cast two instant heals in one global due to fast pressing. For a drawback of 2 x Mana.

At first I though it may have been due to ".cheat cooldowns" or ".aura 157577" haste buff. But even without it you get same results. Ultimately, more haste you have more chances you have to replicate the bug. In combination with https://trello.com/c/Qrj0jfcW/199-energy-classes-pets-gcd-haste-scaling bug this becomes incredibly overpowered.

Bare in mind my latency is 25ms. So it is not lag.
