Bug description: The damage is too low compared with blizzard damage per hit
Proof:

Echoing Stars should be affected by mastery. At the moment it is not.

Also, it should be affected by Stellar Drift as well (+60% damage).

Stellar Drift, Mastery and Balance Druid passive now all correctly increase the damage of Echoing Stars.
Also fixed visual (there should be a visible bouncing star from the original hit target to the new one)
