[FIXED] [Druid][Balance] Eclipse vs Mastery

**Description of the bug**
Once you have entered eclipse (no matter if it is lunar or solar) the mastery you get from any source doesn't apply.

**How to reproduce**
Use any trinket, conduit, mastery buff or whatever spell that gives you mastery once you have already entered Eclipse.

**How it should be**
Even that you have already entered eclipse, any mastery buff must increase the damage.

Right now only works if you buff yourself before entering Eclipse.

I didn't have any trinket so I convoked to get the niya mastery buff and as you can see even I already had entered eclipse, mastery keeps increasing the damage.
