[FIXED] [Druid][Balance] Stellar Flare doesn't get buffed from intellect procs

Bug description: As mentioned, dmg of SF is completely unaffected by intellect procs. During the fight, if dot is already on the target and you get Concordance proc, use a potion, trinket proc - dmg of SF remains the same. Works fine for moonfire/sunfire. Worth checking interaction of the spell with other buffs ( mastery/haste/crit ) procs, i have not tested them.

Yes, intelect on-proc/use effects are not increasing the damage output of Stellar Flare when active, instead they will snapshot, i've also checked critical and haste / mastery effects, and they do increase the dps accordingly.
