Bug description: i did an arena with a friend and i noticed that frenzy doesn't scale with dempending.

FR is not affected by any healing reduce debuffs, extremely OP for Guardian druids in PvP.
The only thing that should not affect FR is pvp power.(I think this part works)

any fix soon? too many players start to know about this bug!
