[FIXED] [Druid][Mage] Cylcone + Ring of frost

Fix needs to be ported over to [Feral Cyclone](https://testbfa.wow-freakz.com/spells.php?spell=33786&name=cyclone) as well. At the moment only fixed for Balance and Restoration Cyclone.

**Needs some extra feedback on this exploitable situation**

Currently there is no recovery delay once [Cyclone](https://testbfa.wow-freakz.com/spells.php?spell=209753&name=cyclone) has been expired or been PvP trinketed when standing in [Ring of Frost](https://testbfa.wow-freakz.com/spells.php?spell=136511&name=ring-of-frost). You are instantly getting frozen by ring of frost in to 8 sec Crowd control.

Now I personally never seen any high ranking mage playing with druid ever trying to chain CC someone for Cyclone(6 sec) + Ring of Frost (8 sec) = 14 sec CC. This is one insane crowd control that cannot be negated by trinket that no one is using on retail? Or is it because that there is in fact a 3 sec delay between two CCs.

All I know is that 3 other private servers I played on have indeed corrected the mechanic of ring of frost according to the videos provided. However these videos have been expired. Yet it was sufficient for head Devs to fix the spell accordingly.

Also there is not a single PvP guide where it says that you can pull it off. So why is it only possible on Freakz?

Would have been nice to test it on retail however I don't have mage or druid :(
