[FIXED] Fear pathing in arenas

**Problem**
All fear affects have an ability to push your enemy of a platform. This causes players being able to push off people of graveyards, bridges and other surfaces. That sometimes results in insta kills if dropped from high altitude.

Now I understand that pathing was always difficult to script. However, fixing it on** Cross-Server** PvP zones would be a priority. Open world wouldn't be a priority since you don't get any rewards for world PvP.

**How it was on retail**
Once feared enemy reach edge of the platform it bounces off in to an opposite direction
