Bug description: this spell wont work at all; it suppose to work like you are exalted with every faction there is so you get exalted discount, like regardless of your standing with orgrimar you should have flying mount train with 4.5K unlike other races which they have to rep the faction to certain point to lower the price from 5K to 4.75K and then to 4.5K. this racial was bug also in legion expansion
