Bug description: https://www.wow-freakz.com/spells.php?spell=204147 should apply https://www.wow-freakz.com/spells.php?spell=187131 when it reaches the target, not when its casted (only https://www.wow-freakz.com/spells.php?spell=185901 and https://www.wow-freakz.com/spells.php?spell=214579 applies vulnerability when its casted and that works fine)
