[FIXED] [Item][Legendary] Norgannon's Foresight delay

Bug description: Jumping (or jumping while moving) to trigger the 4 seconds buff and then standing still will make it so that the 6 second buff will not reapply on yourself. You have to move a few yards (or around two seconds) with one press of the movement button for it to work again. If you spam short pressing of the movement keys to move those few yards you will not get the 6 second buff. Tested on warlock.

Unfortunately that's how the mechanic for this item was designed, it doesn't trigger on instant move but it actually periodically checks if you are moving. I decreased the check timer so it detects you moving more faster, but that's all that we can do
