Bug description: There is supposed to be an NPC but there isnt.

In this picture you can see Demonia Pickerin so as i read you need to finish Unleashing our Wrath quest that ends with her but doesnt have a start location.
How do we get this demonic phylactery item needed for the spell.
And even some forums say that Demonia Pickerin = https://www.wow-freakz.com/npc_finder.php?npc=113371&name=demonia-pickerin creates that item but when you click on her nothing happens.
