Bug description: On the website it says 77% chance for the Blacksmithing Plans in Blackrock Depths me and my friend have been doing it for an hour straight and only once has a Plan for Dark Iron Armor dropped, I don't know why but either its bugged or someone wrote the wrong percent but its really making us mad we have been farming for something that should of taken 10-20 minutes maximum
Proof: go check the blacksmithing plans in blackrock depths and farm for an hour and see what you get it gives 0 loot each time I dont have a video.

Confirmed, https://www.wow-freakz.com/object_finder.php?object=173232&&name=blacksmithing-plans Empty slot everytime I tried to loot it.

Fixed loottable to match 7.1.5 version from wowhead
