[FIXED] [Item] Some relics don't increase item level of artifact correctly

Bug description: Relics don't increase item level of artifact weapons as they should. Used relics for +23 and +24 so I should have 797 ilvl of artifact weapon. Actualy it's 754. Same problem for others

The item level is increased server side, it's just a visual bug.
Also, this happens only for relics which scale with player level. Flat relics work ok
