Bug description: Should have proc chance on cast complete. At the moment, works on each individual target.

So it rolls once but if it rolls true it does not remove from any target hit?

Also, I think Queue Length = 1 means it shouldn't proc from itself? If it is at the moment it does proc from the proc itself.

That's for something else, but yeah. Either all marks are removed or none, not per target.
