Bug description: it should refresh the emerald dreamcather buff when starsurge leave the druid not when hit the target.this item is best in slot item for a balance druid and is a huge dps loss now....Proof: http://imgur.com/a/WSpfK

.i can record but is easy to test. just go at some range from target and make some astral power and use starsurge @quicksand
