[FIXED] [Mage] Bone Chilling after fix

Bug description: I'm posting it here because i'm not sure if it's a visual bug.
Anyway, when you cast a Frostbolt, stack aren't show on Bone Chilling buff and also its text have 0% after first frostbolt. You need to cast 2 frostbolt to see an 1% increased damage.

Confirmed, this is not just a visual bug. Buff increases by 1% every second cast, rather than 0.5% per cast and it does not display as a stacking debuff.

The way it is working right now: you frostbolt once, you get the regular dmg (0% increase), your second frostbolt (should get 0.5% stronger) but right now it doesn't (it does 0% increased), your third frostbolt should do 1% more (which it does right now, that is working), then fourth one only does 1% more rather than 1.5%.....etc.

Also worth mentioning, the buff should be a displayed as a stacking buff, meaning you frostbolt once, the tooltip should read "Damage dealt by frost spells increased by 0.5%", second frostbolt will apply a second stack (should not display a new version of Bone Chilling) and tooltip should read "Damage dealt by frost spells increased by 1%".

The ONLY time it does not give the actual bonus, it's at 1 stack. stacks 2-12 give the exact bonus they are meant to give...

Apologies. Bone chilling does not work only on second frostbolt (ie, after I apply 1 stack of bone chilling). Works from then on. There is still the visual problem for the stacks not showing up.
