Bug description:
Non-crit FFBs, Scorchs, Fireballs and Pyroblasts should not remove your Heating Up immediately after landing. There should be a 0.25 second delay between the hit/damage and the proc being removed. Currently on Freakz only Scorch is working properly, though i don't know if it's 0.25. Note that this is a pretty damn hard thing to test as a player so it might not be 100% accurate. Only certain thing is that Scorch is working well enough.

Proof that scorch is working:

As you can see @ 21:34:31 my Scorch crit gave me a Heating Up.
After that a non-crit Scorch hit the dummy, which should've removed the Heating Up if this ~0.25 had not been working.
After the non-crit Scorch I immediately hit Inferno Blast and it upgraded my Heating Up to a Pyroblast. This is how all of these spells should behave.

So essentially, after a non-crit FFB, Fireball or Pyro hit you should still have time to hit an Inferno Blast to save your Heating Up.

Actually it should be 0.5 sec delay not 0.25, here's the hotfix you can see it in the changelog for combustion on wowpedia:

Quote:
Hotfix (2012-10-16): "Combustion direct damage that does not crit now causes Heating Up to be removed after a short delay. Additionally, the delay on non-crits removing Heating Up has been increased from 0.25sec to 0.5sec."


So all spells that can cancel heating up by not critting should have a 0.5 sec delay before removing the heating up, same for combustion direct damage.

Please edit your main post with correct info.
