Bug description: Phoenix Reborn doesn't have internal cooldown meaning that it can proc back to back, leading to huge increase in amount of stacks during big pulls in dungeons. It should have 3s igc.

Confirmed,here is proof from SIMC https://i.imgur.com/Ugf58Hp.png and our DB is clearly lacking ICD part.
