Bug description: If I have CD on Ice Barrier and I use Ice Block then I remove it/it fades(ice block) while I still have cd on Ice Barrier, it doesn't reapply Ice Barrier. Also, when Ice Block fades, it triggers a cooldown on Ice Barrier, but that Ice Barrier that Glacial Insuation gives me should be independent from Ice Barrier talent. When Ice Block fades it should trigger a new Ice Barrier, independent, with 1 min duration.

Confirmed, also if you use Ice barrier then ice block when ice block is finished the ice barrier effect should be refreshed.
