[FIXED] [Mage][Frost] Ice lance/Flurry visual proc. timer

Bug description: The visual procs for Ice Lance and Flurry do not fall off immediately after the spells are cast, they fall off once they hit the target, which makes it hard to know which proc is old/new and when a proc has actually been consumed while Icy Veins and Timewarp are active.

: As you can see, on 7:50 and 9:30, whenever Ice Lance/Flurry get procs and the spells are being clicked, the procs immediately disappear, just like it should be. However, on the 7.3.5 PTR it's more like this: https://imgur.com/a/EiJ14pc
