[FIXED] [Mage][Frost] Ray of Frost and Haste

Bug description: The tick speed is supposed to be affected by haste, but not the duration. As of right now, Ray of frost ends its channel once it reaches 10 stacks regardless of whether the 10 seconds are up or not; which requires you to rechannel, resulting in a dps loss as the stacks reset. What is supposed to happen, is when ray reaches 10 stacks it continues channelling for the remaining time while maintaining 10 stacks.

Proof: In both of these 7.1.5 videos, you can see that the players use Ray of Frost with the haste buffs of Icy Veins, yet the cast duration is still 10 seconds, and they maintain 10 stacks of Ray throughout the entire backend of the cast. https://youtube.com/watch?v=obLefl2OJlY&t=42:

The spell channel duration should not be affected by haste, but the tick interval/speed should be affected by haste.
