Bug description: Thermal void should only increase icy veins duration when the ice lance actually hits a frozen target. Atm, in freakz, it increases the duration when the ice lance was CAST. For example, that ice lance (casted while target has winter's chill is on the target) increases IV duration even tho when it hits the Winter's chill could've expired.
