WoW Freakz item link: Mantle of the First Kirin Tor
Bug description: The proc works now after the recent fix but the chance seems to be 10% no matter how many charges you spend with barrage. Below screen all 40 arcane barrages were fired at 4 charges which should be 40% chance to proc, but only got 4 arcane orb procs out of 40 barrages.

Confirmed.

The proc chance should be affected by the amount of Arcane Charges you have when casting Arcane Barrage.
