[FIXED] [Mage] Rune of Power vs Incanter's Flow

THERE IS AN IDENTICAL BUG ON GENESIS REALM

Bug description: You can use Incanter's Flow and Rune of Power at the same time for 13-15 seconds after you switch talent from Incanter's Flow to Rune of Power.
For example: If you are using Incanter's Flow talent, you get in combat with a low level mob to proc it to 5 stacks(than 20% increased damage) and you chance this talent with Rune of Power that increases your damage by 40%, you have damage increased by 40% for a short but usefull time to get an advantage on your enemies.
(The power rune increases the damage significantly).
Don't see the Rune of Power time under my Name's Frame because i caster it a second time to show you the exactly(more or less) moment that Incanter's Flow's effect was over.
