It is supposed to proc 2.5 times IN A MINUTE. Even if you have 100% haste, it only increases to 5 times per minute. And damage is the exact same as written on AskMrRobot, you can calculate it.
26.48617 * SpellScalingArray1(PlayerLevel)) = 1699 * 26.48617 = 45000
So it has 45k base damage, plus AP, modified by your overall damage done increase auras.
Update @ 21-01-2018, 18:50:35
Also, you have shitton more gear than that guy, so the comparison of "he did x damage from a total of 330m and I did less in the same 330m" means absolutely nothing. Because maybe it took him twice as much time to deal 330m, therefore he got twice as much procs, as RPPM limits your procs TO THE MINUTE.
Update @ 21-01-2018, 19:10:14
He got 24 procs in 6 minutes (5:52), meaning he had around 4 procs per minute. seems completely reasonable for me. Start a stopwatch on a training dummy, and stop it after 6 minutes, and see how many procs you've had
Update @ 21-01-2018, 19:16:38
Also, I took your gear, got a crit during full burst (avatar + pot + battlecry + enrage + 4x fujieda) and I got 540k crit.

Wait a sec what Pots , Prolog power? he dosent use Prolog power he uses old warr and as you can see in his log 1 use gave him 11 mil i know the
dmg
tick proc variates base on haste but .... i never got more that 4-6 mil in 1 use and i have 27 % haste on fury and 30 on arms
Ok so i give almost 7 min and look the result
https://imgur.com/a/svFDP
dont know where and how you test them that you always have them right and when we test the things are wrong, dunno. I tried with prolog power and indeed i had 1 time 562k 1 tick
dmg
but with prolog power pots but that guy, didn't use prolog power he used Old War soo.... strange.
P.S Pots of old War doesn't work, just tested on dummy now

Old War doesn't work, since it was fixed like 2 weeks ago, which exactly fell into the period which we just reverted (read the announcement on the main site)
I will now make a copy of your character, and conduct some tests. Will keep you updated

Okay, so I tested for exactly 5:52 (just as the guy had it in the log), I got 20 procs.
With YOUR character. I had 20 procs in 6 minutes, that means 3.33 RPPM. You have 27% haste, so the 2.5 haste based RPPM gives 2.5 * 1.27 = 3.175RPPM. It seems to me that procs are just fine. Don't forget that he had Time Warp up for a good part, that would explain why did he get more procs.
Jump to 6 minutes to see recap.
https://youtube.com/watch?v=SJSymhDaJr0:
Now regarding the damage: several sources said that it should do Max(2 * SpellPower, 2.5 * AttackPower) * TotalDamageMultiplier, in later patches AskMrRobot confirms this as well.
This would mean, that if you had MORE than 30k attack power, you'd start doing more damage using the formula above. If you had less than 30k, the current formula gives more damage.
Since you have almost 39k attack power, the base damage with the new formula would be 97.5k, instead of 84k, which would result in about 16% increase in total damage. Seeing how it did 5.3M for me, with 16% more damage, it would've been 6.1M, which is around the same as the guy had from the logs.
After updating the formula, the max crit I got, WITHOUT prolonged power was 640k using your gear, which seems more than okay, considering that you have shitton more mastery than the guy from the log
Update @ 22-01-2018, 23:42:58
So as a conclusion: Procs are fine, I won't change it, since it gives exactly just as many procs as are intended.
Fixed damage formula.
