Description of the bug
----------------
There is no haste buff

How to reproduce
----------------
Enter in combat and see if the buff is coming

How it should be
----------------

Equip: While in combat your rage builds, increasing your Haste by 32 every 20 sec, stacking up to 5 times.
Equip: When a nearby ally's health drops below 50%, sacrifice 2055 of your health to heal them for the same amount. May only occur every 1 min.
