[FIXED] [Misc][Item] Dark Ranger's Quiver

Hunter specific item, [Dark Ranger's Quiver](https://www.wowhead.com/item=186439/dark-rangers-quiver?bonus=6805) spell effect [Withering Fire](https://www.wow-freakz.com/spells.php?spell=353513 (wowhead link)) currently affects targets which are not in combat with the player, which should not happen. It should have the same proc criteria such a general spells alike, such as Convoke, which should never engage the player in combat with targets which aren't in combat with them.
