Description of the bug
----------------
There is no bonus damage procs when your health percentage is higher than your target

How to reproduce
----------------
Fight an add that has 99% of his health or less your health percentage for a certain ammount of time and see on details if there are damage procs

How it should be
----------------
It should do 491 damage to the target if you have higher percentage than your target or regen you 670 health if your health percentage is under the target
