After casting Chain Heal your next Chain Lightning should be instant cast and after casting Chain Lightning your next Chain Heal should be instant cast. This effect has no cooldown.

Issue is the legendary doesn't work at all it seems, after I cast Chain Heal it doesn't make my Chain Lightning instant cast and Chain Lightning doesn't make my Chain Heal instant cast.
