Bug description:

1) Should be able to proc from using Purifying Brew and Nimble Brew as well, currently only procs off Fortifying Brew and Mana Tea. (http://i.imgur.com/KmbHCoB.jpg)

2) Should have 18 secs CD as stated on the tooltip, it currently only has 11 secs CD. (http://i.imgur.com/CPdGoV2.jpg)

Confirming only the first part of the bug report.
As for the cooldown, the 18 second timer doesn't start after you use the buff, it's always refreshing even if you use the buff or not, so if you use healing elixirs 1 second before 18s timer expires, you will get another buff 1 second later.
