[FIXED] [Multiple] Spell Queue

Re-enabled spell queue, I found some reasons for the crashes and fixed them. Test and let me know

Im not entirely sure how its supposed to work but for me it decreased the delay between gcd end and next cast. Only problem i do See is that when i burst as a hunter then 5 mins later it insta casts stampede, also sometimes overqueues spell that is spammed too much so i cant use other one on cd

Since there were no crashes, I'll consider the spell queue system fixed.
Regarding what MikiQ22 posted, if you find a way to reproduce it open a new bug report
