Bug description: It has no internal cooldown per hit, so it gets consumed almost instant. Also it should not be consumed if the player is at full health.

Surprisingly good healing in a raid environment. The wording is slightly confusing. "This effect can only occur once per 1 sec on each target." means per raider, not per the judged target. None of the stacks are consumed if a target is at all full health. If everyone is at full health and attacking, no stacks will be consumed. If everyone is <100% health and attacking, this debuff will be consumed in a couple of seconds, healing all attacking players for a not-insubstantial amount.
