Bug description: This trait don't work. Should increase holy shock heal crit by 8% per trait point.

As u can see crit heal is still same ~97.1k and ~64,7k

@Quicksand can you take a look on it? Because its one of most needed trait for Holy Paladin, without it Hpal is just a useless shit. With 850 ilvl, 38% crit and 5/5 Shock Treatment(40% increased heal from Holy Shock crit) just 160-296k whre it should be 400k+
