Bug description: So this heal is supposed to heal alot when people are low hp, and it does like 15% of the time, but all other times it only heals for flat amount and without the missing health percentage bonus, we are talking about a heal thats supposed to hit for 100k when people are low and its only healing for 19k

Yeah i can confirm that the second part of this talent(increased by up to 200% based on their missing health) dont work at all. You heal friendly target on the same amount no matter what percent of health he have. You can make this part of talent works only if you got azerite trait and while avenging wrath is active. On any other cases its dont work at all.

With 1581 attack power giving me 1597 SP (through GetSpellBonusHealing()) makes HoTP heal for 4471.6 (disregarding versatility)
I will skip the health% calculations this time because, I think, it is pretty obvious it is not being applied
4471 expected healing (at 100%) and 4469 healed on the DK who had *some* health lost
Note: I do not know whether the DK had any healing taken modifiers on but I have tested (and confirmed) it outside of a fight and in some other scenarios
