[FIXED] [Paladin][PvE][PvP] Holy Power fading out of combat

Description: While being out of combat, each charge of holy power fades faster than 10 seconds.
Proof: Curently it fades after about 3-5 seconds while being out of combat. Can't make a video, and with screens i don't think it will proove much. I'll try and add some if needed.
